It seems that testmode for URIBLs at least is not working.
Logs show:

[EMAIL PROTECTED] ClamAV: scanning 1189 bytes done OK
Jan-29-07 23:19:40 203.59.1.197 <[EMAIL PROTECTED]> to:
[EMAIL PROTECTED] passing if safe because testmode, otherwise failed URIBL
checks (obfuscated uri)
Jan-29-07 23:19:40 203.59.1.197 <[EMAIL PROTECTED]> to:
[EMAIL PROTECTED] spam determined to be safe, passing on to recipient
Yet msg is not delivered and sender gets the URBLError response.
