first I want to thank you all for the help! 

all tips go in the direction that anything really blocks the port(s). 
Maybe anything (any service, any OS component, any user right setting) is
"broken". 

I will reinstall the server later this week. Since the whole setup was
already running and then stopped working it is very unlikely to be a assp
configuration setup error. 

I hope the problem will not appear again. 

Any other recommendations in the next 2-3 days are very welcome.
