Yes, that's right; the correct way of doing that is:

install standard ActivePerl

begin installing the various modules through ppm

make a note of the missing modules (e.g. not found
on the activestate repository) but don't change the
repo list now

proceed installing until you reach the end of the
required modules list

now add ONE repository and try installing the missing
modules, again, make a note of the missing modules;
if the ppm returns a "version conflict" error, disable all
the repositories except the one you added last and
retry the install

repeat until full installation

I know, it's tricky, and I was planning to create a small
batch script for windows to automate the task, but ... well,
didn't find the time yet (since I'll need to fire up a fresh
VM and proceed as above to find out which repos have
the needed modules and setup the correct sequence)
