Yeah, well, Cogent is complete garbage as far as VoIP goes.  When doing 
nationwide VoIP to people on consumer broadband I try as hard as 
possible to explicitly avoid ending up in a data center that offers a 
blend that includes Cogent.  In other words, it is desirable for users 
on an ISP (typically ILEC or cable MSO) that dumps most of its traffic 
to Cogent to have their traffic moved onto a better backbone ASAP at 
Cogent's next peering point.
