wrapuptime is the number of seconds that Asterisk waits between the time a agent hangs up with a caller and the next time that Asterisk sends a call to the newly-available agent. "Wrap up time" gives the agent a few moments to complete his last call and prepare for the next. What you need to do is use Playback() for your advertisement, then Queue() the call. Otherwise it acts just as you said, provided an agent is available.
