Did you configure /etc/zaptel.conf? Digium cards must be configured at
2 locations /etc/zaptel.conf and /etc/asterisk/zapata.conf. And make
sure your /etc/modules.conf have:
post-install wctdm /usr/sbin/ztcfg
yes, it is there.

loadzone=tw
defaultzone=tw
fxols=1-2 ; FXS modules (fxols -> FXS module)
fxsls=3-4 ; FXO modules (fxsls -> FXO module)
