uclibc isn't able to read localtime the same way glibc does.  So that 
won't work.  The rc.conf file needs to be updated to reflect that.

Your google-fu is not so strong. ;)  check the following link:

Arizona if I recall is one of the few areas that does not use daylight 
savings (well unless you are on the Navajo reservation).  You'd need to 
set TZ=MST7
