So you are saying /etc/rc should look like:

if [ -f /mnt/kd/TZ ]
then
cp /mnt/kd/TZ /tmp/etc/TZ
fi

if [ "$TIMEZONE" ]
then
echo "$TIMEZONE" > /tmp/etc/TZ
fi

and we then need to set in rc.conf TIMEZONE with a different format  
(change rc.conf comments)
TIMEZONE=CST6CDT

Correct?
