I believe the problem should be addressed in the producer end. Not in the wire format nor at the consumer end.
No one is preventing non-English text in Atom--just saying that if you don't want stuff to appear in the feed do not put the stuff there and expect the consumer to take it out. It's the usual "It hurts when I do this. -- Don't do it then." situation.
