Do you get an error upon loading tex-jp.el manually? You can do this
with `M-x load-file RET path/to/tex-jp.el RET'. And you will probably
have to load tex.el, tex-style.el, and latex.el manually as well
before loading tex-jp.el.
I tried to load them in the order you proposed
I got an error with tex.el, latex.el, and text-jp.el
"cannot open load file: tex-site"
I got all the *.el files from my unzip directory of AUCTex.
tex.el, tex-style.el, and tex-jp.el are only present in this directory,
latex.el is also present in the package dir of XEmacs
