No.

Instead of using
 --with-packagedir='C:/Apps/XEmacs/xemacs-packages/'
you should use
 --with-packagedir='C:/Apps/XEmacs/site-packages/'

Or wherever your XEmacs has its site-packages directory.  I wonder why
this option is necessary in your case at all.  Didn't the
configuration routine pick it up automatically?
