The decision about the Log was made a long time ago, and there are
comments in the code to that effect, iirc. I do not recall who made the
decision, but I think the goal was to reduce the burden on translators,
because log/debug messages are transitory (and probably many are cruft
that should be removed!). They are usually very technical, so extra
difficult to translate.

I don't know about the "Chain" question.
