Thanks, both.

We always translate the FAQ first. When the translated FAQ is 
complete we advertise it, while saying that the rest of the
Manual is not yet a complete translation. 

I would not say there is exactly a "policy", but the suggestion
here:
http://manual.audacityteam.org/man/Help:Translating#Links  

is that you translate the link text, but leave the link pointing to 
the English page, so not red (broken). In other words, we adopt 
your second suggestion. 

An alternative suggestion made on the Help page is to: 

  "start draft translations for all the linked pages in the page you are
   currently working on. That way, once the linked to pages are
   translated, you do not have to go back to the page you started to
   translate and change the links from the English page to the
   translated page." 

In that case, since the linked-to pages will be translated sooner, it 
would be more reasonable to have red links for a while.
