No, they aren't the same. You get the gravity killer at 20-4, and it's the worth held weapon in my opinion: it swings like the megaton hammer, the sounds are verry similar, but the differences are for 1: attack 100000, for 2: stamina consumption 200 per swing, for 3: stuns you for a longer time after you use it and for 4: has a really short range!
The flare is in 25-5, it exploads causing large damage to all ennemies, but doesn't become strong in higher difficulties.
