stamina is used for a lot of melee weapons. Your short sword doesn't use it, but when you get your next weapons likethe baton, you will use it. As you lose stamina, you'll walk slower, and if your stamina drops to 0, you'll be stunned for a few seconds.
Technology lets you used cooler weapons. Each weapon and armor item has a tech requirement so you need that much tech or more to use.
