No, they aren't the same. You get the gravity killer at 20-4, and it's the worth held weapon in my opinion: it swings like the megaton hammer, the sounds are verry similar, but the differences are for 1: attack 100000, for 2: stamina consumption 200 per swing, for 3: stuns you for a longer time after you use it and for 4: has a really short range!
The flare is in 25-5, after you kill the master battery, and before you become able to get the warp launcher. It explodes causing large damage to all ennemies, but doesn't become strong in higher difficulties.
