I don't see a half-second refresh rate working well for reading long texts, but if the display were a bit bigger, it wouldn't be so bad for programming, since braille and speech could work well enough together that the delay wouldn't hurt so much... assuming it has cursor-routing keys.
(Without any of those, though, it's still an enormous boon to education. Spend $400 and students who are still learning to read fast can read anything they need, or spend multiple times as much for each of textbooks and embossers and whatever else... were I on an appropriate schoolboard / financial aid committee, I'd definitely give it a proper evaluation.)
