It's possible that Trump sees North Korea as a bully, and most bullies are really cowards. As soon as their victims begin to stand up against them it turns out they aren't prepared to engage in a real fight, so they back down and go looking for easier pickings.
Unfortunately, I don't believe that North Korea is like most bullies. They might not be prepared for a real fight, if it came to that, but they aren't prepared to back down either for fear of appearing weak to the rest of the world.
