I have a keystation. The problem isn't the USB keyboard but the audio system setting. I've never tried running a DAW through an on-board soundcard before. I just plugged in the keystation using the USB into my windows pc with no audio interface attached and tried to use the default soundcard. The only two settings under audio devices audio system that would play any sound via the soundcard were direct sound and wave out. Both of these had latency issues while trying to use the keyboard. The latency is with the audio output though, not the keyboard. This latency would go away if I plugged in my interface and set the audio system to ASIO. I think you're making life difficult for yourself by trying to use an on-board soundcard, especially with a screen reader running at the same time. You need your screen reader going through your default soundcard as usual, and reaper going through a dedicated audio device. You should be able to pick up a simple used audio interface for next to nothing on ebay.
