How are you looking to connect your capture card to your computer? Via USB or PCIE (i.e. having the card be internal)? I can't speak to USB cards as the previous ones I used were much older models really, but in terms of pricing, the Elgato HD60 pro should be in your price range for PCIE.
As for your other questions, OBS will be able to receive the input from the capture card. If you use the game capture software, you should be able to hear the output from the card with no noticeable lag, compared to streaming through the Xbox app. Whether this is directly possible with OBS itself is uncertain (I've not tested it myself) but theory stands to reason that it should be.
