That's the webmaster's job. I understand that they have lives, and that this is a gaming forum that comes second to their actual jobs, but aren't they not doing their job if they are unable to quickly be in contact with the mods?
I don't understand for the life of me the reasons that they are unwilling to let other people be webmasters. It would be a large undertaking, but more would be done around here in the backend. A lot more.
