The guide uses the Headless version of Raspberry Buster Lite, which by default only uses the command line and has no desktop. There is a specific reason for this, as the desktop editions of raspbian are not natively screen reader accessible. As I said, i'm not sure if previous guides for setting up a workaround with Orca will work with the newer Raspbian Buster, or whether a new solution could be worked out. If your interested in a version of Raspbian Buster that has a desktop environment, or other supported OS's though, you can check out the downloads sections of the official Raspberry Pi site [here], you'll also find the Raspbian Buster Lite edition there, whicvh can be found [here].
