changes for accessibility tends to be a financial risk for most companies. As Assaultfreak said, not every blind person is going to want to buy a console, and we're kind of a smaller audience to the point where this could be a financial disaster for companies.
To show the possible risk, let's all remember Swamp. Remember how so many blind players compained about the mouse only aming? Now, take that up to a console, where most likely any aiming and such is done via the joystick instead. So many people are bound to the pc, and rather not pay $200 for a new console to try to figure out, thus less people will buy. Sure, people will eventually come to grow fond of the accessible 3DS, but at that point, either it will be too late and losses will be cut and people stop adding accessibility, or the quality of accessibility gets half-assed to try to cushion financial losses.
