If you live in the suburbs or even in the country, internet costs can shoot up pretty high. If you also happen to make low wages, then yes, internet costs - as well as other things, of course - can all really add up.
Not all people of colour are in these situations, and many of them actually do enjoy more than enough freedom to afford the internet, which is definitely a good thing. And I, uh, definitely can't even try to defend the comments made about whether or not they could even use the internet if they had it. lol It makes me think of my dad, who is sixty-ish, white, poor, does not have the internet and basically has to be talked through anything tech-related by other people, namely me in most cases. Ignorance of that sort is not really a matter of skin colour; it's a complex issue made up of age, language, poverty, exposure and various other factors.
