Basically, the top number tells you the rhythm, and the bottom tells you how to read it. Occasionally you get weird rhythms like 5:8, which apparently people can recognize as distinct from a fast 5:4 because it's in the middle of a 4:4 or 2:4 and the tempo didn't change.
I'm also feeling waaaay behind, because every single post here used "bar" for what I only know as "measure".
Just count the downbeats before a repeating rhythm would repeat. If it's a number other than 2, 3, or 4, it's probably 8th notes. Otherwise, it's probably quarter notes. If you don't have a repeating rhythm—say, if you have some complex drum shenanigans in orchestra or marching band—then the melody should be easier to count.
