HAVE YOU TRIED DIGGING INTO TRACKERS? A FIEW ARE SURPRISINGLY ACCESSIBLE ENOUGH to be useful for serious stuff, at least if you're not dealing with effects. I use famitracker for nes music and bambootracker for fm music (it's ment for pc98 specificly, but it's braud ranging instrument support allows it to work for instruments from things like the sega genesis and the like, in fact the next version will add support for mucom88, the driver that Yuzo koshiro used for his music).
to get instruments, I usually extracted .opm files from mdx files, then I used wolstand's bank editor to extract them to .wopni (one of the formats supported by bambootracker). I made at least a hundred bambootracker modules in various instrument sets, ranging from predictable zun early touhou type shit to prepriatary psgs like the one namco used in their arcade games.
