Um, no. Jailbreaking does not make youre device appear as a mass storage device. To be able to access the root of your device, you need to download and install a cydia tweek called openssh. This will allow access for ssh in your device. Now, download a package called win scp. Do a google search for winscp. This will allow you to access the entire file structure on the device, in an interface similar to explorer. However, your this cannot be done through standard windows explorer, like an android phone. But win scp works similar to explorer.
