Don't use Chop for a "we end up where we started" lesson. The lesson from Chop isn't "we end up where we started", it's "Watch as the politicians stop working on the problem as soon as the protestors are gone". Chop didn't go anywhere literally because of 2 people: the mayor, who has been at odds with everyone else for a while, and the police chief, who couldn't even go out and say "sorry about the tear gas" and who ragequit as soon as we lowered her salary from incredibly extremely ridiculous to more than a senior programmer at Google. The reforms called for there weren't explored at all once people realized Chop/Chaz was gone. It was literally an almost 180 over the course of 2 weeks. I don't know for sure what could or should have been done, but there are lots and lots of other places that we could have drawn from: we didn't even have to be inventive. Instead it was make a promise to the protestors shut up, stonewall until the protestors have gone home, then do the minimum we possibly can.
It's not that you don't have a point, I'm just tired of my city block being used as a political chip. Either it's "those democratic cities are criminal strongholds" or "reforms are hard". The actual lesson is "the people in power only represent old white males even if they're liberals", at least at the Seattle level, far as I can tell.
