glad you have your exploring sorted. The Cedr is just for looking at equipment with it's stats, it tells you what shop things are sold in but it's not intended to say where. There is a thing called the promenade finder (there's a link at the bottom of the page), that should let you lookup where given npc shops are to buy equipment but it always crashes on me in ie8, so I either look in the wiki or ask people, or heck just look around sinse mostly npc shops are everywhere!
As to hacking, well it's like a slot machine. where you need three in a row.
You'll be told "code 2", "code 4", and "code 10"
The object is to use those buttons saying "hack 1st", "hack 2nd", and "hack 3rd" to try and get all three codes the same number, at that point the "attempt access hack" button will be enabled and you'll get some credits and xp.
You can make it more likely to get the correct results with better tools, particularly a better space suit.
