Mine's don't damage the enemy directly, they will hit only if the enemy uses a tractor beam, really they're only of use to pirates or traders who want to run away quickly, I'd recommend going with one of the other missile types (be sure to read the descriptions).
It's wise to buy as many upgrades as you can, sinse once you have all the upgrades for your ship you will be in a better position to take on stronger and more rewarding targets, as well as be more protected, though as I said, be sure to read each description carefully sinse not all upgrades are just streight off more powerful (as is the case with the mines).
