Well if it's a taxi service then at least in the Uk no petition is needed sinse it's illegal to reffuse a guide dog from going anywhere, other than food preparation areas. If you ordered a taxi from them and they reffused you could actually take them to court over it.
Of course various fun occasions happen when individual taxi drivers, shop owners etc realize this fact, but a hole company just plane can't say "no service animals" You could press charges, at least with respect to guide dogs and I believe wheel chair assistance dogs, though I'm less sure on other categories of service dogs.
