Hello!

Quite often I I hear music records that have a constant peep at ~16KHz
and it is annoying to me.

Here is an example spectrogram of a recording that has this flaw.

A friend of mine had an explanation that it is an electrical noise
caused by analog TV signal.

Can anybody provide an explanation of what exactly is this ~16KHz peep
and why it is left in the final version of the recording?
