Every year the monthly payments are brought into line with your annual consume, based upon your annual consume. Once a year somebody is looking for the meter. If you are not at home, you can phone the company or send them an email with your latest meter reading. New consumers have to make the same part payment as the predecessor of the unit. This system works quite well. Problems occure with people who mis-use this system (reading constantly wrong). Also some can�t or do not want to pay after leaving their appartements. But that seems to be not a big issue for the companies. The system has another positive ecological impact: you can significantly feel the consequences of an increase in the consume of energy or water (you will get a significantly high bill). So you have no slight habituation to your own higher demands. So our system my be a useful tool for least cost strategies.
