At least we train in motorgliders which lets the student get right down to very late final in the paddock. I believe some of the country GA flight schools do go below the 500 ft limit, but a large proportion of GA pilots are trained at places like Moorabbin, and haven't really seen whether their confident assertion that "yes I would have got into that paddock" is true or not.
