None of my friends who fly PPL from Moorabbin, and those who are training for GFPT/PPL, have ever mentioned such an area. 500 ft seems to be the limit. Regarding motorglider outlanding training, I don't know if it is legal, but it has been done for many years, and over open farmland, with no buildings, seems pretty innocuous to me. I would much prefer to know for sure that I would have got into my chosen paddock, and also had a closer look at its surface than that available from 500 ft.
