I talked to Uwe about this.  He says that it's probably a whole lot easier to
simply copy/paste - once for each keyboard shortcut page from OOo on a Mac, and
once from OOo on any other OS.

The keyboard shortcuts help files are scattered in various locations within the
help, and can be extracted out of the jar file.

explains how the filename for a each application help page can be found.

If someone is brave enough to parse the raw XML contained in the help jar files
and separate out the various inline switches, it could be possible to extract
the information... but it's a fairly complex operation to do it this way.

The last time I worked with the App Help files, I used the ".xhp" files from unpacking the source tarball; they were conveniently isolated in a simple directory structure. Since I was only after the title line, parsing the XML was fairly simple. If we need it, we can probably do it. But, as Jean points out below, do we need it?

Copy and paste is what we did for what's in the keyboard shortcuts
chapter now, followed by some editing. But see my note on the "question
about Mac versus other platforms thread" -- do we actually need that
level of detail?

Probably not. A Tip for Mac users, in the various appendices, could point to the App Help as Clayton suggested ("search on ... "). I think somebody got clever: no Mac stuff is visible on that page, on my WV installation.
