It is not a cover. It is the first page of a chapter. Each chapter has one 
of those.

We have 3 pages before the contents start: (1) the title page, (2) the 
table of contents, and (3) the copyright, feedback, etc.

It is customary that the body text start on a right page. Grab a few 
books. You will be pressed to find a book where the contents start on the 
left. This means that we have to have a blank page somewhere. So we might 
as well put it after the title page, where people will expect to see it.
