I think there are already a number of documents translated from the French, not from Authors, but from OOo, but I may be wrong.

There is no need to first translate to English and then to translate to other languages, in the case you mention, there are a number of people who can translate directly from Dutch into French (translators, but also bilingual people from Belgium for ex).
