I assume you refer to this tutorial:

But that method doesn't scale as good as the proposed method in this
paper for generating larger ocean scenes. I think if you implement the
method in this paper you can really show a mind blowing Flash 3D demo
with a camera fly through over ocean sea that actually works and doesn't
suffer when you scale out the scene as far as I can see.
