I think low-poly grid with wave would work really well with detailed
animated textures like the one in
http://makc.coverthesky.com/FlashFX/ffx.php?id=20

The papers are interesting but, from brief look, they seem to actually
model waves, which is just too expensive for as3... maybe better luck
with pixel bender?
