I am more developer than functional consultant. Maybe there is a way
in standard AX 2009 that I may not be aware of.

However, I did make a small customization once -- you can create a
small software task to modify the "safety stock" levels to match sales
forecast before running master planning.  Provided that the "expected"
receipts are actually on POs, that should create a planned order for
the correct amount.

You can manually try using the safety stock menu item to try this out
manually - where you enter the sales forecast value and see if meets
your need. Then do the development to cause the same to happen.
