I have searched for Petitions for people in Massachusetts and prior to WW II the petitions were made in Local and State Courts, as such the records are in the state archives in Boston. Sometime after WW II the petitions had to be filed in Federal Courts and as such the records are kept by the NARA in Waltham, MA.
