Marilyn, When I was in SLC last year I spoke with one of the head people on the International Floor and that is how she explained it to me. So, I will see today if it is still the same but I believe that it is so. I think the problem comes with the original permissions granted for the microfilming of the records, the contracts were made in the 1980's and I guess digitization was not considered then so not included.
