What else would you call it? An operating system it is. Whether you like it or not is a different matter.
It does have an input device which you would fall into the term defined as Keyboard IMO. FWIW I¹m a mac fanboy but the lack of decent interop with other devices, lack of a camera (which would have meant you could buy one for your grandparents to use for video calls to the grandchildren) and the closed nature of the app store submission process means I¹m not even slightly interested.
