We're using an Aiby II. It has a IDE (Ultra ATA-100) backplane, and a
SCSI Ultra160 host. At the moment it's configured with 4 x 250GB
drives, and we're using ReiserFS on it.
We use these drives from Startech.com -- although they're not technically "hot" swappable, they're just as nice.

We then order drives and additional caddies as needed.
The cost was fairly high, but at the time, it was the cheapest solution
we could find. If I was purchasing something right now, I would go with
an entry level NAS system - the prices have come down enough to make
them affordable (at least for NAS systems that can store about the same
amount).
