Yes, I restarted both the backuppc daemon and apache2 daemon a good many times as I played with the configs.
Of course I would manually upgrade the same day as an apt-package became available! Now that I have restructured my install around the new 3.0.0. setup I am more inclined to work out the problem, but if that fails I'll restore my 2.1.1 configs, then use apt-get to install your unstable package and see how that works.
