One thing I've always suspected when backing up windows PC's is that any anti-virus software installed on the PC is likely to scan every file as rsyncd tries to calculate the checksum and/or send the file over the net. I am not 100% sure of this, but just my suspicion given that the AV is supposed to do an On-Access scan of a file...
