Yes, you can make filesystem snapshots, update a remote snapshot, then
activate it.  The ability to resume an interrupted transfer was added
about 10 years ago - something needed to make it practical. for remote
copies.  There are some copyright conflicts between the zfs code and
the linux GPL so it isn't included in distributions and has to be
bolted on with openzfs so you don't hear as much about it.  Btrfs has
some of the features but never seemed as reliable and can't send
updates of an encrypted filesystem in an encrypted stream.
