If you are handy with C you should be able to add such a feature,
assuming you are allowed to run a modified bacula-fd on your server. If
you are allowed though, then the segregation policy is flawed :)
Either way, I think though that all you will be able to know for sure is
that the file has been sent to the sd. It may have been spooled there
and ultimately not actually backed up due to an error or something. The
fact that the file has been sent may be all you need to know though.
Having said that, it sounds like you are trying to solve an essentially
political problem with technology, and that rarely ends well :)
