I am not sure what went wrong. It seems to me that makeinfo is no longer 
distributed, so we just ignore that "warning".  You are getting an error.  
See below ...

Everything is described in the src/win32/README.mingw file.  A number of 
people have setup both the Win32 build (rather trivial any Linux sys admin 
can do it) and the Win64 build (non-trivial -- you must be a C++ programmer 
to figure out the VSS problems).  

Unfortunately, we just don't have the time to give support.  We supply 
*everything* you need: code, third-party software, and instructions, with the 
exception of the Windows VSS code which we cannot distribute, but we tell you 
where we got it.

If you need help, perhaps someone on the devel list who has done it before can 
help you.  If that doesn't work, about the only other choice is to ask for 
professional help (sorry, but that is $$).

If you want to test version 3.0.3, and you need a Win32 build, let us know.  
We can build and post them from time to time.
